The Township of Ocean Sewerage Authority (TOSA) was established under the New Jersey Sewerage Authorities Law (P.L. 1946, c.138, as amended), with the authority to acquire, construct, maintain, operate, and improve facilities for the collection, treatment, purification, and disposal of sewage and other wastes.

TOSA is governed by a five member board, with each member appointed to a staggered five-year term to ensure continuity in leadership.

Located at 224 Roosevelt Avenue in Oakhurst, TOSA operates a 7.5 million gallons per day (MGD) pure oxygen activated sludge wastewater treatment facility. The Authority manages approximately 145 miles of sanitary sewer lines and 12 pump stations. In addition to Ocean Township, TOSA provides wastewater treatment services to the Boroughs of Allenhurst, Deal, Interlaken, and Loch Arbour.

All operations are conducted in compliance with the New Jersey Pollution Discharge Elimination System (NJPDES) permit program. Treated effluent is monitored daily by an on site, NJDEP certified laboratory, with data submitted regularly to the New Jersey Department of Environmental Protection (NJDEP) and the U.S. Environmental Protection Agency (EPA) in accordance with regulatory requirements. Routine inspections are conducted by these and other oversight agencies.
